What is the Responsible AI Maturity Model (RAI MM)?
The Responsible AI Maturity Model (RAI MM) is a framework that helps organizations assess their current AI governance maturity and plan a path toward a more responsible AI future. Developed by Microsoft’s AETHER Central UX Research & Education team, it incorporates insights from over 90 AI practitioners and Responsible AI (RAI) specialists.
The model consists of 24 empirically derived dimensions, categorized into three key areas:
1. Organizational Foundations
These dimensions relate to the organization-wide policies and leadership decisions that establish a solid base for Responsible AI (RAI) maturity.
2. Team Approach
This category focuses on how teams implement RAI principles, including their motivation, collaboration, and timing for RAI integration.
3. RAI Practice
The dimensions under this category focus on specific AI risk management tasks, such as identifying, measuring, mitigating, and monitoring AI-related risks.

The Five Levels of RAI Maturity
Each of the 24 dimensions is assessed across five levels of maturity, ranging from RAI absence to full integration within an organization:
Level 1: Latent
At this stage, RAI is largely absent from the organization’s strategy and decision-making. AI-related risks are often identified only by external parties, and there is little to no structured AI governance in place.
Level 2: Emerging
Organizations in this phase begin to recognize the importance of Responsible AI but lack formal processes. AI governance efforts are often ad hoc, and awareness of ethical AI practices is just starting to grow.
Level 3: Developing
At this level, organizations have defined some RAI-related policies and procedures, but implementation is inconsistent. Certain teams may be more advanced than others, and governance structures are still evolving.
Level 4: Realizing
Organizations here prioritize Responsible AI at leadership levels. AI risk management and compliance frameworks are actively enforced, and decision-makers allocate resources to improving AI governance.
Level 5: Leading
This represents the highest maturity level, where Responsible AI is deeply integrated into all organizational processes and AI product life cycles. AI governance is proactive, continuously improving, and may even influence external AI standards and policies.
